Metro Line 5, one of the most important public transport projects of the last decade in Bucharest, has received official administrative confirmation that works on the Eroilor 2-Râul Doamnei section are complete. Government Decision no. 549/2026 approves entering the tunnels, stations, track and installations built on this section into the centralised inventory of state public property and places these assets under the administration of the Ministry of Transport and Infrastructure and under the concession of the Bucharest Metro Transport Company “Metrorex” — S.A.
The line has already been running for years: according to the annex to the decision, the metro tunnels and galleries were put into use back in 2020, based on three completion acceptance reports (no. M04/4635, M04/4636 and M04/4637 of 2020). In effect, the government decision does not announce an inauguration but formalises legally and financially, years after the fact, infrastructure that Bucharest residents are already using: a similar administrative pattern to the one recently described for the phased acceptance of public construction works, where the state officially registers completed works step by step, rather than all at once.
Effects it produces
The decision enters six categories of assets into the centralised inventory, all linked to the Eroilor 2-Râul Doamnei section of Metro Line 5, in sectors 5 and 6 of the capital: metro tunnels and galleries (built area 61,898.54 sqm, length 4,847.74 linear metres), metro stations and access points — 10 stations and one depot (built area 46,442.90 sqm, total floor area 100,779 sqm), track and running lines (16,493 linear metres), electrical installations (86 items), telecommunications installations (43 items) and general installations (20 items). The total inventory value entered is 2,632,081,936.83 lei.
In practice, the Ministry of Transport and Infrastructure becomes the holder of the administration right over these assets, while Metrorex remains the concessionaire that actually operates them, just as before, but under an updated concession contract. The Ministry of Transport must update its quantitative-value records, and together with the Ministry of Finance will amend annex no. 16 to Government Decision no. 1,705/2006, which contains the centralised inventory of state public property. For passengers already using the line, the decision has no visible effect: it does not change train schedules, fares or access conditions at stations. This property regularisation is distinct from another legal matter also linked to Metrorex works: the Constitutional Court ruled that these infrastructure projects cannot be exempted, by simple ordinance, from the construction certification required for land registration, a different rule from the simple entry into the centralised inventory of public assets discussed here.
What has changed compared with before
- Assets without their own inventory number, now officially registered: before this decision, the tunnels, stations and related installations on the Eroilor 2-Râul Doamnei section did not have their own MF number (fixed-asset record) in the state’s centralised inventory; the decision provides that this “will be assigned” by the Ministry of Finance for each of the six asset categories.
- Legal basis and acceptance documentation officially confirmed: the act explicitly cites the legal basis for the works (Government Decision no. 482/1999 and, for some assets, Government Decision no. 1,376/2022) and the three completion acceptance reports from 2020, which confirm that the investment was technically finished long before the property regularisation.
- Metrorex concession contract, updated: the decision explicitly orders the amendment of the concession contract between the Ministry of Transport, as grantor, and Metrorex, as concessionaire, to include the newly registered assets in the public property.

What it brings that is good

- It officially confirms, backed by acceptance documents, that works on the Eroilor 2-Râul Doamnei section are complete, removing any ambiguity about the legal status of infrastructure already used by passengers.
- It updates the Metrorex concession contract, providing a firmer legal framework for operating the line in the long term.
What is negative or remains unclear
- The regularisation comes six years late compared with when the infrastructure was put into use (2020) — the decision does not explain why registering it as public property took so long.
- The act contains no announcement about extending Metro Line 5 towards Iancului or Pantelimon, a separate project still under way; readers should not confuse this property regularisation with the inauguration of a new section.
- It brings nothing concrete for passengers: no fare reductions, extra trains or improved frequency on the line are announced.

În temeiul art. 108 din Constituția României, republicată, al art. 288, 299 și 315 din Ordonanța de urgență a Guvernului nr. 57/2019 privind Codul administrativ, cu modificările și completările ulterioare, precum și al art. 867 și 868 din Legea nr. 287/2009 privind Codul civil, republicată, cu modificările și completările ulterioare, Guvernul României adoptă prezenta hotărâre.
Art. 1. — Se aprobă înscrierea unor bunuri imobile în inventarul centralizat al bunurilor din domeniul public al statului și darea acestora în administrarea Ministerului Transporturilor și Infrastructurii și în concesiunea Societății Comerciale de Transport cu Metroul București „Metrorex” — S.A., în contextul finalizării lucrărilor de construire a Magistralei 5 de metrou, tronson Eroilor 2-Râul Doamnei, având datele de identificare prevăzute în anexa care face parte integrantă din prezenta hotărâre.
Art. 2. — Contractul de concesiune încheiat între Ministerul Transporturilor și Infrastructurii, în calitate de concedent, și Societatea Comercială de Transport cu Metroul București „Metrorex” — S.A., în calitate de concesionar, va fi modificat în mod corespunzător.
Art. 3. — Ministerul Transporturilor și Infrastructurii își va actualiza în mod corespunzător datele din evidența cantitativ-valorică și, împreună cu Ministerul Finanțelor, va opera modificarea corespunzătoare a anexei nr. 16 la Hotărârea Guvernului nr. 1.705/2006 pentru aprobarea inventarului centralizat al bunurilor din domeniul public al statului, cu modificările și completările ulterioare.
