In brief

  • The Government has approved the budget for a new military canteen in Constanța: 148,939,000 lei including VAT, that is 148.9 million lei or 29.37 million euro at the exchange rate used by the act. A new pavilion holding a catering block and a mess hall is to be built in barracks 1369 in the city of Constanța, Str. Fulgerului no. 1, for the „Mircea cel Bătrân” Naval Academy. The gross built area is 6,401.25 square metres and the works are to run for 36 months.
  • Construction and assembly, meaning the building site itself, take 77,599,000 lei, exactly 52.10% of the total. The remaining 71,340,000 lei cover everything that is neither built nor installed, and the decision does not say what goes in there. Set against the floor area, that works out at 23,267 lei per square metre of gross built area, of which 12,122 lei is construction and assembly alone.
  • The annex approves square metres, not seats at table. The capacity of the project is given in a single physical unit, floor area, so the act does not reveal how many people will be cooked for or how many will eat at once. For a building whose entire purpose is serving meals, the one figure missing is the one that would show whether the money buys a canteen for three hundred people or for nine hundred.
Act: Government Decision no. 829/2026 approving the technical and economic indicators of the investment objective „Construction of a new catering block and mess hall pavilion in barracks 1369 Constanța”
Published: Official Gazette of Romania (Monitorul Oficial), Part I, no. 871 of 19 October 2026, page 11
Who it affects: the Ministry of National Defence, as holder, the Naval Forces General Staff, as beneficiary, the „Mircea cel Bătrân” Naval Academy in Constanța, as final beneficiary, the firms that will bid for the design and the works, plus the service members and cadets who eat in barracks 1369
In force from: 19 October 2026, the date of publication, the act setting no other date

A military canteen now has a price approved by Government decision: 148,939,000 lei, value added tax included. Government Decision no. 829/2026, published in the Official Gazette of Romania, Part I, no. 871 of 19 October 2026, approves the technical and economic indicators of the investment objective „Construction of a new catering block and mess hall pavilion in barracks 1369 Constanța”. The holder is the Ministry of National Defence, the beneficiary is the Naval Forces General Staff, and the final beneficiary is the „Mircea cel Bătrân” Naval Academy, the school that trains Romania’s naval officers.

Technical and economic indicators are the official price tag of a public investment, approved before any money can be committed. They cover the total value, the construction and assembly share, the breakdown by year of execution, the physical capacities, meaning what is built and how much of it, and the duration of the works. Without them the project does not enter the public investment programme and cannot be financed, however advanced the technical design may be. The legal basis invoked by the Government is Article 42(1)(a) of Public Finance Law no. 500/2002, alongside Article 108 of the Constitution of Romania.

The catering block is the term used in the army and in hospitals for the kitchen that prepares the food, together with the stores, the cold rooms and the dishwashing area. The mess hall is where the food is served. The new pavilion brings both under one roof. Plans, approved expropriations or an open tender are nowhere in the text: it sets the spending ceiling and the parameters that the contracts will have to respect.

What it changes in practice

The decision digs no foundations, but it opens the door the money passes through. From publication, the project has a ceiling approved by the Government and a set of figures that the tender and the contract must respect. The annex fixes the following:

  • Total value of the investment, VAT included: 148,939,000 lei, at prices as at 8 August 2025, at an exchange rate of 5.0711 lei to the euro, that is 29.37 million euro.
  • Construction and assembly: 77,599,000 lei, that is 15.30 million euro and 52.10% of the total value.
  • Gross built area: 6,401.25 square metres, written in the annex as „mpAcd”. The abbreviation, which the act does not explain, stands for square metres of gross built area, that is the sum of the areas of every storey of the building, measured along the outer contour.
  • Duration of the works: 36 months, that is three years.
  • The risk factor named: one only, the seismic one. The building is to be designed in accordance with the Seismic Design Code, Part I, Design Provisions for Buildings, reference P100-1/2013, as subsequently amended and supplemented. The annex names no other risk.
  • Financing: from the state budget, through the budget of the Ministry of National Defence, within the sums approved annually for this purpose, „and from other lawfully constituted sources”. The act does not say what those other sources are, nor what share of the total they may cover.

The annex prints the sums in thousands of lei, so the total value appears there as 148,939. By year of execution, the money is split as follows, with the total value followed by the construction and assembly share:

  • Year one: 50,000,000 lei in total, of which 26,000,000 construction and assembly. That is 33.57% of the investment.
  • Year two: 50,000,000 lei in total, of which 26,000,000 construction and assembly, exactly the same sums as in the first year.
  • Year three: 48,939,000 lei in total, of which 25,599,000 construction and assembly. That is 32.86%, the remainder.

The sums add up: the three years come to exactly 148,939,000 lei and the construction and assembly share to exactly 77,599,000 lei. The weight of the building site in each year’s spending barely moves from one year to the next, 52.00% in the first two years and 52.31% in the third, so the schedule does not set aside an opening year for design and a closing year for equipment.

Per month of works, the 36 months divide the total value into 4,137,194 lei, of which 2,155,528 lei is construction and assembly alone. Set against the floor area, each of the 6,401.25 square metres costs 23,267 lei VAT included, that is 4,588 euro at the rate in the annex. Of that sum, 12,122 lei, or 2,390 euro, is the building work itself, while the remaining 11,145 lei per square metre falls into the part of the budget that is never broken down.

What has changed compared with the previous situation

The project gets a spending ceiling for the first time. The text does not amend or repeal an earlier act, does not refer back to an older approval of the same indicators and does not use the formula „the indicators are re-approved”, the one the Government puts in the title when it updates the budget of an investment already under way. Until 19 October 2026 the pavilion in barracks 1369 had no approved indicators, so it could not be financed from the public investment programme.

The prices are those of August 2025. The annex states that the values are „at prices valid as at 8.08.2025”, at a rate of 5.0711 lei to the euro. Between that day and the adoption of the decision, 16 October 2026, 434 days passed, and 437 up to publication, more than fourteen months. The budget enters into force on a basis of calculation over a year old, and for the gap between August 2025 prices and those of the day the tender opens the act provides no correction mechanism at all.

What does not change. The status of the barracks is untouched. No buildings are transferred, the structure of the Naval Academy is not altered and there is no provision about the number of people who will be fed there. Article 3 leaves responsibility for the way the sums in the annex are used with the Ministry of National Defence.

Advantages and disadvantages

What it improves

  • The sum, the floor area and the duration become public and verifiable. From 19 October 2026, any contract signed for this project can be measured against three figures printed in the Official Gazette of Romania, and an overrun can no longer pass unnoticed.
  • The phasing hides no empty years. The weight of construction and assembly stays at 52% in each of the three years, so the budget does not postpone the actual works towards the end and does not push the useful spending beyond the term of office.
  • The financing is plain and budgetary: the state budget, through the budget of the Ministry of National Defence, with an annual ceiling. It is not a loan, not a public-private partnership and it creates no hidden debt.
  • Seismic risk is named, together with the code the building is designed to. For a building going up in Dobrogea, where the Vrancea earthquakes are felt, that is exactly the factor that matters structurally.
  • The act has three articles, with no cross-references and no definitions of its own. Read it once and you know what has been approved, who pays and who answers for it.

What remains a problem

  • Capacity is given in square metres only. Without the number of seats at table or of meals per day, the 148.9 million lei have nothing to be compared with, neither now nor when the works are handed over. A canteen is measured in people fed, not in floor area.
  • Half the money is not broken down. The annex gives a single split, construction and assembly, and the remaining 71,340,000 lei, 47.90% of the total, appear only as a difference. Design, equipment, machinery and sundry costs all sit inside a figure nobody writes down.
  • The price base is more than fourteen months old at publication. There is no updating clause, so the gap between the approved budget and the offers on the market will be covered either from those „other lawfully constituted sources” or through a new decision.
  • The first two years carry identical round sums, 50,000 and 26,000 thousand lei, and the third takes the remainder, 48,939 and 25,599. A real works schedule does not produce two years identical to the leu; the figures look like an administrative division of a total, not like a works plan.
  • The phrase „other lawfully constituted sources” is neither explained nor capped. The act does not reveal what share of the investment could end up paid from outside the defence budget.
  • The years in the annex are years of execution, while Article 2 caps the spending at the sums approved annually, that is by budget year. Since the act fixes no start date, the two calendars cannot be made to overlap and nobody can say which budget year the 50 million of year one falls in.

Practical advice

  1. If you follow public spending, keep hold of the control figure: 148,939,000 lei including VAT. Any contracted value above it cannot rest on Decision no. 829/2026, because the act contains no clause for updating the budget.
  2. Construction firms interested in the contract now have the client’s price benchmark: 77,599,000 lei for construction and assembly, that is 12,122 lei per square metre of gross built area, at August 2025 prices. A bid calculated at today’s prices will have to explain the difference.
  3. When comparing with other public investments, use the price per square metre, not the total sum. The 23,267 lei per square metre including VAT are the only figure that allows a comparison with other buildings, because floor area is the only physical capacity the annex gives.
  4. For the cadets and service members in barracks 1369, the act promises no opening date. It approves a duration of 36 months, which runs from the start of the works, not from publication, and the start date is fixed nowhere in the decision.
  5. If you file a freedom of information request on this project, ask for the breakdown of the 71,340,000 lei that are not construction and assembly, and for the capacity in seats at table. Both exist in the approved technical and economic documentation, even if they did not reach the published annex.
  6. Keep the two sums quoted in the press apart: 148.9 million lei is the total investment, while 77.6 million is the building site alone. Confuse them and you get two wrong comparisons at once, one too large and one too small.

Frequently asked questions

What does the new canteen cost in total?
148,939,000 lei with value added tax included, at prices valid as at 8 August 2025. At the rate used by the annex, 5.0711 lei to the euro, that comes to 29.37 million euro.
Who pays?
The state budget, through the budget of the Ministry of National Defence, within the sums approved annually for this purpose. Article 2 adds „other lawfully constituted sources”, without naming them and without capping them.
When do the works start and when do they finish?
No date appears in the decision. It approves a duration of 36 months and a phasing over three years of execution, but it does not fix the day the works begin, and therefore not the day they end either.
How many people is the canteen for?
It is written nowhere. The only physical capacity approved is the gross built area, 6,401.25 square metres. The number of seats at table and the number of meals per day appear neither in the decision nor in the annex.
Is the 77,599,000 lei included in the 148.9 million or added to it?
It is included. The annex enters it under the formula „of which”, so construction and assembly are a part of the total value, 52.10% of it. The remaining 71,340,000 lei cover the other spending headings.
What does „mpAcd” in the annex mean?
Square metres of gross built area, that is the sum of the areas of every storey of the building, measured along the outer face of the walls. It is the usual unit in investment budgets, but the act does not explain it.
Why does a euro exchange rate appear in a decision that pays in lei?
The rate fixes the moment at which the prices were calculated, not the currency of payment. Every sum in the annex is in lei; the rate of 5.0711 lei to the euro only shows the price level at which the investment was valued, on 8 August 2025.
Can the approved sum be exceeded?
Not under this act. The decision approves the indicators at the value in the annex and contains no updating clause, so a higher value would need a new Government decision re-approving the indicators.

Editorial analysis

This is a clean, short act, of the kind that makes no headlines: three articles, one annex, figures that add up. We checked every sum on page 11 of the Official Gazette of Romania, Part I, no. 871, and the phasing matches to the leu, both on the total, 50,000 plus 50,000 plus 48,939 equals 148,939, and on construction and assembly, 26,000 plus 26,000 plus 25,599 equals 77,599, the figures being printed in thousands of lei. What the act does not state, but what falls out of a division, is the unit price: 23,267 lei including VAT per square metre of gross built area, that is 4,588 euro, of which 12,122 lei is the building work itself. Per month on site, the state commits 4,137,194 lei.

The substantive problem with the annex is not a wrong figure, it is a missing one. The project is a canteen, and a canteen is measured in people: seats at table, serving shifts, meals per day. The annex approves a single physical unit, floor area. The consequence shows up only when you try to judge the price: 6,401.25 square metres for a catering block and a mess hall could mean a generously sized canteen for three hundred, or a cramped one for nine hundred, and the document does not reveal which. When the works are handed over, three years from now, nobody will have in the Official Gazette of Romania a performance indicator against which to measure what has been built. For comparison, the other indicator decisions published in October 2026 give capacities in kilometres of railway or in areas of monument, where the physical unit really does describe the project; here, floor area describes only the box, not the function.

The second observation appears only if you put the columns side by side. Year one and year two carry exactly the same sums, 50,000 thousand lei of investment and 26,000 thousand of construction and assembly, and year three takes the remainder, 48,939 and 25,599. The weight of the building site comes out at 52.00%, 52.00% and 52.31%, that is practically constant. A real works schedule does not look like that: the first year of a building project is dominated by design, site setup and infrastructure, and the last by finishes and equipment, so the share of construction and assembly rises and then falls. Two round thirds followed by a remainder are the signature of an arithmetical split of a total, not of a works plan. It is not unlawful, it is information that is missing: the published phasing says nothing about the real pace of the site.

The third problem comes out of combining Article 2 with the annex. The annex counts years of execution, which begin with the works, while Article 2 caps payment at „the sums approved annually for this purpose”, that is at budget years, which begin on 1 January. Since the decision fixes no start date, the two calendars cannot be made to overlap, and the 50 million of year one will in practice be split across two budget exercises. Then there is the age of the price base: 434 days from 8 August 2025 to the adoption of the decision, 437 to publication. The budget sets out with prices from fourteen months ago and with no correction mechanism, which means the first tender will test, before anything else, whether the ceiling is still realistic.

What should be changed

  • Add the capacity in seats at table and in meals per day. One extra line at point 3 of the annex, next to the floor area, would give the investment the only performance indicator that matters for a canteen and would allow comparison with any other project of the same kind. Without it, the check at handover can only be done on square metres, that is on the box.
  • Break down the 71,340,000 lei that are not construction and assembly. Three lines, design and technical assistance, machinery and equipment, sundry and unforeseen costs, would show the public how 47.90% of the money is divided. As things stand, the only information about half the budget is that it is not the building site.
  • Replace the round phasing with one tied to the stages of the works. If the schedule followed design, structure, services and fitting out, the three lines would look different and would become verifiable on site. Two identical sums followed by a remainder cannot be checked, because they describe nothing.
  • Write into the act what „other lawfully constituted sources” are and what maximum share they may have. An investment of 148.9 million lei financed „also from other sources” leaves open a door nobody can measure. A percentage cap would close the discussion without narrowing the ministry’s options.
  • Tie the years of execution to budget years through a reference date. A single sentence, along the lines of „year one begins on the date the order to commence the works is issued”, would let the Ministry of Finance and the line ministry place the three tranches in actual budget exercises, instead of dividing them later through amending budgets.
  • Put into the annex the date on which the prices are to be updated. At 437 days old on the day of publication, the basis of calculation is already out of date. A mention of when the update falls due would spare the Government a re-approval decision adopted under the pressure of a first failed tender.
