The 200 euro computer voucher has a new model: green in 2026

The programme through which the State gives 200 euro for a computer now has its voucher for this year, and it will be green. Government Decision no. 642 of 20 August 2026, published in Official Gazette of Romania no. 695 of 21 August 2026, replaces Annex no. 3 to the methodological norms implementing Law no. 269/2004, that is, the model of the voucher itself. According to the mention printed on it, the document is produced at Compania Națională „Imprimeria Națională” S.A., whose financial activity for 2026 was approved in the same issue of the Official Gazette of Romania.

The underlying rules are those approved by Government Decision no. 1.294/2004, published in Official Gazette of Romania no. 794 of 27 August 2004, amended several times since then. The present act has a single article: Annex no. 3 is amended and replaced with the annex to the new decision.

The model of the voucher itself is reproduced in facsimile, that is, published as an image of the form and not as text. What can be read outside the image are the two footnotes and the text printed on the back.

What it changes in practice

The first effect is the complete replacement of the model. It is not one field or another of the voucher that has been amended, but the whole of Annex no. 3, so the old form can no longer be used.

The second effect is the colour. The footnote states expressly that the background of the voucher for 2026 will be green. This is the visual identification element that sets this year’s series apart from the earlier ones and helps the commissions and the suppliers to spot vouchers issued in other years.

The third effect concerns the value. The voucher carries the mention of 200 euro, so the level of the aid remains the one that gave the programme its popular name.

The fourth effect concerns the status of the voucher. The form states that it is non-transferable and that it is used exclusively for its intended purpose, alongside the warning that forging such vouchers is punishable under the law.

The fifth effect is the timetable. The text on the back provides that the beneficiary may use the voucher until the final purchase date, while the computer supplier has to forward it to the county commissions, to the commission of the Municipality of Bucharest and to the commissions of the higher education institutions by the final submission date. Both dates are set through the calendar approved by order of the minister of education and research.

What has changed compared with the previous situation

The model of the voucher is renewed periodically, and the change stated explicitly in this act is the background colour for 2026. The act does not list any other difference from the earlier form, and a field by field comparison cannot be made from the text, because the form is published as an image.

The second observation concerns the structure of the form, as it can be seen in the facsimile. The voucher has two parts, one that stays with the commission and one that travels further, both with fields for surname, first name, personal identification number and address, with an M.E.C. series and number and with separate fields for the situation in which the beneficiary is a minor.

The third observation is one of context. The programme has been running since 2004 and the rules have been amended repeatedly, so the form immediately preceding this one is not the 2004 version, but one of the intermediate variants.

What does not change is the mechanism. The aid is still granted in the form of a voucher, it is used at a computer supplier, and the settlement goes through the county commissions or through those of the universities.

Another form of financial support for pupils was rewritten in September 2026, again without touching the amounts: school scholarships stay at 450 and 300 lei, but they no longer expire with the school year.
