Firefighters in Medgidia now serve in a unit that carries an officer’s name, „Căpitan Popa Iulian”, entered officially on the list of honorific names of the Ministry of the Interior. Order no. 128 of 14 August 2026 of the Deputy Prime Minister, Minister of the Interior, published in Official Gazette of Romania no. 693 of 21 August 2026, supplements Order of the Minister of Administration and the Interior no. 176/2012, the act that keeps the record of these names and of the anniversary days of the ministry. It is the second order from the same ministry published on that day, after the one that changed the rules for amending the budget of the electronic identity card projects.
The order has a single substantive effect. In Article 1 paragraph (1) of the 2012 order, point 13 is inserted after point 12, reading: „Căpitan Popa Iulian” for the Medgidia Fire Detachment within the „Dobrogea” Constanța County Emergency Situations Inspectorate.
The 2012 order, published in Official Gazette of Romania no. 507 of 24 July 2012, is the framework through which the ministry’s structures receive names of honour, as a rule the names of people connected with the history of the unit concerned. The list is supplemented item by item, through orders such as this one, and not by rewriting it in full.
What it changes in practice
The first effect is the award of the name itself. From 21 August 2026, the Medgidia Fire Detachment has an honorific name of its own, written into a published normative act rather than used only internally.
The second effect is the precise identification of the structure concerned. The text names both the unit, the Medgidia Fire Detachment, and the inspectorate it belongs to, the „Dobrogea” Constanța County Emergency Situations Inspectorate, so there is no risk of confusion with another sub-unit in the county.
The third effect concerns the record itself. The list in Article 1 paragraph (1) of the 2012 order reaches thirteen entries, and the Medgidia structure is added at the end of it, without altering the earlier positions.
The fourth effect is the moment from which it applies. The order provides only for publication in the Official Gazette of Romania, with no separate deadline, so it takes effect on the date of publication.
What has changed compared with the previous situation
Until now, the list of honorific names in Article 1 paragraph (1) stopped at point 12. The Medgidia detachment did not appear on it, so it had no name of honour recognised by a normative act.
The second change is one of form, but it matters for anyone working with the text. The 2012 order was not rewritten, it was supplemented, so whoever consults it has to read the consolidated version and not the 2012 one.
What does not change is the legal status of the detachment. The honorific name does not alter its organisation, its powers, its staffing or its subordination to the county inspectorate.
Advantages and disadvantages
What it improves
- It fixes in a published act a name that would otherwise have remained an internal practice, with no legal basis.
- It identifies the structure precisely, by unit and by the inspectorate it belongs to, so the name cannot be attributed to the wrong body.
- It continues a single list, kept in the same act from 2012, instead of scattering the names across separate acts.
- It does not touch the organisation or the powers of the unit, so it has no effect whatsoever on operational activity.
What remains a problem
- The order does not say who Captain Popa Iulian was, nor why he was chosen, so the meaning of the name stays outside the act.
- There is no explanatory memorandum published together with the order, as happens with Government decisions.
- The full list of the thirteen names is not republished, so the reader has to reconstruct the consolidated version from several acts.
- The order does not state whether and how the name is to be used on the unit’s insignia, correspondence or documents.
Practical advice
- If you work with documents of the emergency structures in Constanța, use the full name of the unit, not the honorific name alone. The honorific one is added, it does not replace.
- When you cite Order no. 176/2012, check the consolidated version. The act has been amended and supplemented several times, and this is the most recent addition.
- Bear in mind that the name does not change the chain of command. The detachment remains within the „Dobrogea” Constanța County Emergency Situations Inspectorate.
- If you are preparing material on the history of the unit, look for sources outside the order. The normative act awards the name, but does not explain the choice.
- For official correspondence, use the order as the legal basis when you mention the honorific name, with the full reference from the Official Gazette of Romania.
