In brief

  • The Government is putting up another 249,757 lei for the expropriations along metro Line 6, the section between 1 Mai and Henri Coandă International Airport. The money comes from the state budget, through the budget of the Ministry of Transport and Infrastructure, and covers six entries in Annex no. 2 to Government Decision no. 496/2017, all of them on Calea Bucureștilor, in the town of Otopeni, Ilfov County.
  • The most important change in the annex is not the additional amount. A building at number 91A, recorded in 2022 at 675,501 lei in the name of the company Forza Rossa Holding Limited, disappears from entry 46, is re-measured from 206 to 253.5 square metres and reappears under a new entry, 461, in the name of British Motors EEC Limited, at 825,798 lei. Who cashes that money changes, and the decision says so in no article.
  • The decision takes effect on 15 October 2026, the date of publication. The ministry has at most 30 days from approval of the request for the opening of credits in which to transfer the sums, but the owners are given no payment deadline of their own in the text and no default interest.
Act: Government Decision no. 810/2026 on the supplementation for 2026 of the amount provided as fair compensation, approved by Government Decision no. 496/2017 on the initiation of the procedures for expropriating the privately owned properties forming the expropriation corridor of the public utility works of national interest „Legătura rețelei de metrou cu Aeroportul Internațional Henri Coandă – Otopeni (Magistrala 6. 1 Mai – Otopeni)”, and on the amendment and supplementation of Annex no. 2 to Government Decision no. 496/2017
Published: Official Gazette of Romania, Part I, no. 863 of 15 October 2026, pages 13-14
In force from: 15 October 2026

From 15 October 2026 the compensation approved for the expropriations along metro Line 6 rises by 249,757 lei. Government Decision no. 810/2026 supplements the amount set in 2017 for the works linking the metro network to Henri Coandă International Airport in Otopeni and, at the same time, rewrites six entries in the list of expropriated properties.

The sum is allocated from the state budget, through the budget of the Ministry of Transport and Infrastructure, under the Law on the state budget for 2026 no. 43/2026, at chapter 84.01 „Transport”. All six properties lie on Calea Bucureștilor, in the town of Otopeni, Ilfov County, and the expropriation is carried out through the Bucharest Metro Transport Company „Metrorex” S.A.

Set against the history of the works, the sum is small. The starting point was Government Decision no. 496/2017, with compensation estimated at 62,825,925 lei. In 2022 another 31,853,239 lei arrived, through Government Decision no. 906/2022, which also replaced Annex no. 2 in full, and in 2023 a further 34,586,835 lei were added, through Government Decision no. 823/2023. With the 249,757 lei now approved, the authorised value of the compensation reaches 129,515,756 lei, more than twice what was estimated in 2017. That total appears nowhere in the new act, although the 2022 one stated it.

What it changes in practice

The first effect is budgetary, and the change is not only in the amount. Article I sends the 249,757 lei to chapter 84.01 „Transport”, title 65 „Expenditure under programmes with repayable financing”, article 65.01. Until now the money for the same expropriations came from title 58, programmes with external non-repayable financing from the Cohesion Fund, and in 2022 also from title 51, transfers for financing the metro investment project. The compensation is now paid out of a loan programme that the state repays.

The second effect concerns six owners. Forza Rossa Holding Limited, entry 46, receives an additional 12,194 lei, from the revaluation of the same plot of 573 square metres, from 71,133 to 83,253 lei, and of the fence of 15.43 linear metres, from 2,272 to 2,346 lei. The new entry 461 brings into the list the company British Motors EEC Limited, with 825,798 lei for a building of 253.5 square metres, of which 150,297 lei are an additional amount. Bleotu Cristian Irinel, entry 48, takes 64,126 lei more, because the expropriated building area rises from 31.7 to 58 square metres and the fence from 6.27 to 39.08 linear metres, even though the land shrinks from 216 to 213 square metres. For S.C. Htssadikoglu S.R.L., entry 49, the difference is 10,597 lei, that is one square metre of land and 52 square metres of building that appeared on re-measurement. S.C. Nusco Imobiliara S.R.L., entry 52, collects 2,458 lei for a further 15.61 linear metres of fence. The last of the six, entry 54, brings S.C. Cris Style Impex S.R.L. 10,085 lei for 87.31 linear metres of fence.

The third effect is the payment mechanism. The individual sums are transferred by the Ministry of Transport and Infrastructure into an account opened in the name of „Metrorex” S.A., within at most 30 days from the date on which the request for the opening of credits is approved, and sit there at the owners’ disposal. No deadline in the act obliges the expropriator to hand the owner the money from that account, and no interest runs for the time elapsed since the compensation was approved.

The fourth effect is liability. Article IV places on the Ministry of Transport and Infrastructure, through „Metrorex” S.A., responsibility for the accuracy of the data in the annex, the correctness of the documents underlying them and the way the money is used. The figures in the annex are vouched for by the expropriator, not verified by the Government.

What has changed compared with the previous situation

Until 15 October 2026 the list of expropriated properties had the form given to it by Government Decision no. 906/2022, subsequently amended by Government Decision no. 823/2023. Entries 46, 48, 49, 52 and 54 contained there exactly the figures now carried in the column „Valoarea despăgubirii conform Hotărârii Guvernului nr. 906/2022”, the value of the compensation under that decision: 748,906 lei for Forza Rossa Holding Limited, 99,263 for Bleotu Cristian Irinel, 69,836 for Htssadikoglu, 276,645 for Nusco Imobiliara and 1,055,010 for Cris Style Impex.

What has changed, item by item, is the result of redrawn cadastral documentation and of new valuation reports. The cadastral numbers change at two entries: the Forza Rossa land moves from 104934 to 115858, and the fence and building on the same plot to 115859, while the Bleotu property moves from 105494 to 118224. At the other four entries the cadastral number stays the same.

The change with the highest stakes is at number 91A on Calea Bucureștilor. Until now the building of 206 square metres there figured under entry 46, in the name of Forza Rossa Holding Limited, at 675,501 lei. In the new form, the right to that sum disappears from entry 46, where the updating column shows a dash, and appears under entry 461, in the name of British Motors EEC Limited, with an area of 253.5 square metres and compensation of 825,798 lei. The additional sum of 150,297 lei entered against the new position is precisely the difference between the two valuations.

Two matters of form have not been brought up to date. The annex numbers its entries „din Hotărârea Guvernului nr. 906/2022”, by reference to that decision, even though Annex no. 2 has been amended once more since, in September 2023. And the new decision no longer contains the article approving the initiation of the expropriation procedure for the entry that has been added, an article present both in the 2022 decision and in the 2023 one.

Advantages and disadvantages

What it improves

  • The five amended entries now match the areas measured on the ground rather than those estimated in 2022: 58 square metres of building instead of 31.7 at entry 48, 39.08 linear metres of fence instead of 6.27, a further 87.31 linear metres of fence at entry 54.
  • The annex shows explicitly what has already been paid, through the note „despăgubit”, compensated, and asks for money only for the differences. The 249,757 lei duplicate nothing of what has been transferred so far.
  • The building at Calea Bucureștilor no. 91A enters the list in the name of the company that the redrawn cadastral documentation shows as the holder, so the compensation no longer travels towards an owner contradicted by the measurements.
  • The figures check out on their own. The totals of the three value columns close to the leu, and the difference between 1,374,571 and 1,124,814 lei gives exactly the amount allocated by Article I.

What remains a problem

  • Article III para. (2) sends the money into a „cont de trezorerie”, a treasury account, opened at Banca Transilvania, two things that cannot both be true at once.
  • What the expropriation along this corridor has ended up costing is written nowhere, although the 2022 act closed its Article I with the running total.
  • The owner is given no deadline in the act by which to be paid and no interest. Every deadline written down works in favour of the administration.
  • The change in the holder of a compensation of 825,798 lei is visible only by placing two rows of the table side by side. No article of the decision announces it.
  • The „TOTAL GENERAL” row of 1,374,571 lei is described in assumption 3 as the total updated value of the compensation but, according to assumption 4, leaves out the items already paid. Anyone reading the table without the notes beneath it comes away with the wrong figure.

Practical advice

  1. If you are on one of the six entries, compare the column of the compensation under Government Decision no. 906/2022 with the updating column, row by row. The sum in the last column is only the difference between them, not everything you are owed: what was marked „despăgubit”, compensated, has already been transferred.
  2. Check the cadastral number in the annex. At entries 46 and 48 it has changed, so the land register extract you hold may no longer match the identification in the decision.
  3. If the building at Calea Bucureștilor no. 91A was attributed to you in 2022, read entry 461 carefully: the compensation for it now appears in the name of another company.
  4. Under art. 9 para. (2) of Law no. 255/2010, a challenge to the expropriation decision does not suspend the transfer of ownership. If you have the amount to contest, do so within the time limits of the law, without counting on a postponement of handing over the property.
  5. Ask the expropriator in writing for the date on which the request for the opening of credits was approved. That is when the 30 days within which the ministry must transfer the money start to run, the only deadline written into the decision.
  6. Keep the valuation report and the cadastral documentation underlying the new figures. Article IV says that the Ministry of Transport and Infrastructure, through „Metrorex” S.A., answers for their accuracy, so they are documents you are entitled to ask for.
  7. If your property is on the corridor but is not among the six entries, the decision changes nothing for you. The rest of Annex no. 2 stays as it was.

Frequently asked questions

Who receives the 249,757 lei?
Not a single person. The sum is split across six entries in Annex no. 2: 12,194 lei at entry 46 (Forza Rossa Holding Limited), 150,297 at entry 461 (British Motors EEC Limited), 64,126 at entry 48 (Bleotu Cristian Irinel), 10,597 at entry 49 (S.C. Htssadikoglu S.R.L.), 2,458 at entry 52 (S.C. Nusco Imobiliara S.R.L.) and 10,085 at entry 54 (S.C. Cris Style Impex S.R.L.).
Why is there a new entry, 461?
Because a building on Calea Bucureștilor no. 91A, until now included in the row of entry 46, is given an entry of its own, with a different owner and a re-measured area, 253.5 square metres instead of 206. Numbering with an index leaves the numbers of the entries that follow, 47, 48 and so on, untouched.
When does the decision enter into force?
On 15 October 2026, the day of its publication in the Official Gazette of Romania (Monitorul Oficial). The decision does not provide for another date, and art. 12 para. (3) of Law no. 24/2000 brings government decisions into force on the date of publication unless the text says otherwise.
How much has been approved in total for the expropriations along Line 6?
129,515,756 lei, adding the initial estimate of 62,825,925 lei from 2017, the supplements of 31,853,239 lei from 2022 and 34,586,835 lei from 2023, plus the 249,757 lei now. The figure does not appear in the decision; it follows from adding up the acts.
What does the note „despăgubit” in the table mean?
That for that plot, that building or that fence the compensation has already been set and paid, or deposited into an account, on the basis of the 2022 decision. Sums marked in this way are not claimed a second time, and the decision allocates money solely for the differences thrown up by the update.
What do I do if I disagree with the amount set for my property?
Compensation is contested under Law no. 255/2010, before the court where the property is located. Worth knowing beforehand: the challenge does not suspend the transfer of ownership, under art. 9 para. (2) of the same law.

Errors and inconsistencies in the published text

  • Article III para. (2): a „cont de trezorerie”, a treasury account, opened „la Banca Transilvania”, at Banca Transilvania. The text requires the individual sums to be transferred into a treasury account opened in the name of „Metrorex” S.A. at Banca Transilvania. The two identifications exclude one another: a treasury account is opened at a unit of the State Treasury, and art. 6 para. (1) of Government Emergency Ordinance no. 146/2002 obliges public institutions to transfer sums into the accounts of economic operators „deschise la unitățile trezoreriei statului în a căror rază aceștia sunt înregistrați fiscal”, opened at the State Treasury units in whose area they are registered for tax. The earlier decisions in the same series, no. 906/2022 (Article IV para. 2) and no. 823/2023 (Article IV para. 2), say „cont de trezorerie deschis pe numele «Metrorex» S.A.”, a treasury account opened in the name of „Metrorex” S.A., with no bank at all, while Government Decision no. 496/2017 said „cont bancar”, bank account, in Article 4. The payment order cannot be executed as drafted: the text names two different accounts, at two different institutions, and the person paying has nothing on which to base a choice.

Editorial analysis

The decision solves a real problem, and on the figures it solves it cleanly. The redrawn cadastral documentation brought to light 26.3 square metres of building and 32.81 linear metres of fence that had not been measured at entry 48, 52 square metres of building at entry 49, 15.61 linear metres of fence at entry 52 and 87.31 at entry 54. Without the update, people would have been expropriated of more than they had been paid for. The totals close to the leu: the old column gives 1,124,814 lei, the updated column 1,374,571, the difference 249,757, exactly what Article I allocates, and the sum of the six individual values gives the same number. Three independent checks, all of them passed, which is not a common sight in expropriation annexes.

What does not show when the act is read from start to finish is the arithmetic of entry 46. Taken on its own, the entry does not gain 12,194 lei; it loses 663,307. The land and the fence rise by 12,194, but the building of 206 square metres, valued at 675,501 lei, leaves the row. The sum reappears, increased, at entry 461, in the name of another company. The 150,297 lei recorded as an additional amount at the new entry therefore buy no new building: they cover the difference in the valuation of the same building, which grows from 206 to 253.5 square metres. The price per square metre in fact falls slightly, from 3,279 to 3,258 lei, so the extra money comes from the measurement, not from the market. Of the 825,798 lei, 675,501 were already approved back in 2022, only in a different name. No article of the decision says that the holder of the compensation changes, although in value terms that is the largest movement in the annex.

The second observation concerns time. Between the publication of Government Decision no. 496/2017, on 17 July 2017, and the publication of this correction, 3,377 days have passed, that is nine years and three months, and the expropriation corridor is still not closed. The only deadline written into the decision, the 30 days from approval of the request for the opening of credits, concerns the ministry, not the owner. The rule invoked in the same paragraph, art. 4 para. (8) of the Rules approved by Government Decision no. 53/2011, allows a further 30 days from publication for the Ministry of Finance to approve the opening of the credit. The two periods add up: the money can lawfully reach the expropriator’s account only on 14 December 2026, two months after publication, and from there on no deadline runs at all.

The third observation starts from the way the table reads. The „TOTAL GENERAL” row shows 1,374,571 lei under a column that assumption 3 calls the total updated value of the compensation. It is not. Assumption 4 says, correctly, that the items already paid have not been added in again, so the figure leaves out 1,047,575 lei for the land at entry 54, 65,327 for the land at entry 49 and the remaining entries marked as compensated. Anyone who wants to know what the six properties are worth in total has to reconstruct the figure from the notes, because the table does not hold it, and the closing note refers for details to the explanatory memorandum, a document that does not accompany the decision in the Official Gazette of Romania.

What should be changed

  • A single account, correctly named, in Article III para. (2). Either a treasury account opened in the name of „Metrorex” S.A., as in the 2022 and 2023 decisions, or a bank account opened in the name of „Metrorex” S.A. at Banca Transilvania, as in 2017. As published, the text gives the authorising officer no account to enter on the payment order, and the transfer of the 249,757 lei can be held up by a form of words rather than by a lack of money.
  • The cumulative total, written into Article I. A closing sentence giving the running sum, 129,515,756 lei, as the 2022 act did, would spare the reader and Parliament the task of adding up four decisions to learn what the corridor has cost. The practical effect: scrutiny of the spending becomes possible from the text of the act, without a trip to the archive.
  • An article saying, in words, that the holder of the compensation changes. Article II point 2 introduces entry 461 without showing that compensation of 825,798 lei, of which 675,501 were approved in 2022, passes from one company to another. Written out expressly, with the legal basis in art. 32 para. (4) of Law no. 255/2010, the text would be enforceable against the company losing the right and would give it a clear point from which to contest.
  • A deadline for actual payment to the owner. The decision fixes only the period within which the money reaches the expropriator’s account. A second deadline, say 15 days from the crediting of the account, would turn the interval that follows into measurable delay, carrying interest, instead of open-ended waiting.
  • Numbering of the entries referred to Annex no. 2 as in force. The column „Poziția din Hotărârea Guvernului nr. 906/2022”, the entry number under that decision, refers to a version of the annex that was amended again in September 2023. A column heading along the lines of „the entry from Annex no. 2 to Government Decision no. 496/2017, as subsequently amended and supplemented” would spare anyone checking the list the job of reconstructing the chain of acts.
  • A total row that is a total. If the values marked as compensated are not added in, the final row ought to be called „total updated values, excluding items already compensated”, and the full value of the six properties ought to be entered beside it. The effect: the figure in the table could be quoted without two explanatory notes attached to it.
