Pupils now entering the twelfth grade will sit their first baccalaureate tests in April, not in June. Order no. 5.211/2026 of the minister of education and research, published on 7 September 2026, approves the calendar of the 2027 national baccalaureate examination and moves the four skills tests, oral and digital, almost two months earlier than this year. The order comes five days after the examination syllabuses for the 2030 baccalaureate, also published at the beginning of September.

The calendar has two sessions. The first starts with registration for tests A, B, C and D, between 5 and 9 April 2027. Then comes the assessment of oral communication skills in Romanian, test A, on 12-14 April, communication skills in the mother tongue, test B, on 14-16 April, skills in a language of international circulation, test C, on 19-21 April, and digital skills, test D, on 21-23 April.

Classes for the twelfth and thirteenth grades end on 4 June 2027, the date on which registration for the written papers also closes, open since 31 May. Then come the four written papers: Romanian language and literature, test E.a), on 14 June; the compulsory test of the profile, E.c), on 15 June; the optional test of the profile and specialisation, E.d), on 17 June; mother tongue language and literature, E.b), on 18 June.

The initial results are posted on 23 June 2027, by 12:00, and appeals are filed on the same day between 14:00 and 18:00, then on 24 and 25 June. The boards settle them between 28 and 30 June, and the final results come out on 1 July 2027. The second session has registration on 12-19 July, the skills tests on 2-6 August, the written papers on 9, 10, 11 and 12 August, the initial results on 17 August and the final ones on 23 August 2027.

The examination is still run under the Methodology for organising and conducting the 2011 baccalaureate examination, approved by Order no. 4.799/2010, as subsequently amended. The new order does not replace it, but supplements it and derogates from it in three places: the appointment of the chair of the county board, the number of deputy chairs, secretaries and members of that same board, and the appointment of the chair of the board that assesses language and digital skills. For the rest, the act sits on top of the 2010 methodology, which will be seventeen years old on the date of the examination. Also in education and also for the year now starting: the network of practice schools stays at 289 units.

The teachers’ examination calendar was published separately: MEC Order no. 5.614/2026 sets the 2027 definitivat, with registration closing on 9 October and the written paper on 6 July.

What it changes in practice

The first effect touches the planning of the school year. The skills tests are taken in April, that is during classes, not after them. Four intervals of three working days each, between 12 and 23 April, overlap with the ordinary timetable of high schools, because the tests are organised at the level of each school. For twelfth graders this means that the skills marks are ready before the school record is closed. The order covers the situation in Article 4(3): a pupil who sits the tests during the year but is left with a resit or has to repeat the year and does not pass the grade keeps the results for the following sessions.

The second effect shows up in university admissions. The final results of the first session appear on 1 July 2027, compared with 13 July 2026. Universities and candidates gain twelve days in a period in which every day counts for admission files.

The third effect concerns marking. In Article 12(2) the order introduces a new step: if the digital marking platform sees a difference of more than one point between the two teachers, it automatically notifies them to review their scores. Only if the difference persists are two further markers called in and the average of the two middle marks out of four calculated. For appeals, the threshold that triggers a re-marking by two other teachers has come down from 1.5 points to 1 point, and the new markers are given access to the scores awarded earlier.

The fourth effect concerns invigilation. The county boards must take all measures, together with the local authorities, for every examination room to have working video and audio surveillance cameras, and the recordings are checked by sampling after each written paper. If irregularities appear, the check is extended to all the rooms in that centre.

What has changed compared with the previous situation

The benchmark is Order no. 6.059/2025 of the minister of education and research, published in Official Gazette of Romania no. 821 of 5 September 2025, which organised the 2026 baccalaureate. The two orders are almost identical in wording, so the differences are easy to isolate.

The calendar has moved forward everywhere. The skills tests were on 8-17 June 2026 and move to 12-23 April 2027. The written papers were on 29 June-3 July 2026 and come down to 14-18 June 2027, fifteen days earlier. The final results of the first session move from 13 July to 1 July. The second session shifts by one day, from 10-13 August to 9-12 August for the written papers, and from 24 August to 23 August for the final results.

Registration has been split in two. In 2026 there was a single stage, 2-4 June, for the whole session. In 2027 there are two: 5-9 April for the skills tests and 31 May-4 June for the written papers. Article 18 of the order, which did not exist last year, sets these periods, limits each skills test to a maximum of three working days and leaves a way out for pupils on study scholarships abroad: if they cannot be present between 12 and 23 April, they sit the tests on 31 May-4 June 2027. The same article sets 4 June 2027 as the last day for the recognition of international certificates in foreign languages and digital skills.

Appeals in the first session gained one extra day and escaped an overlap. In 2026, filing ended on 9 July and settlement started on 9 July as well. Now filing closes on 25 June and settlement has three clear days, 28-30 June. The second session, however, has stayed exactly as it was: on 19 August 2027 appeals are filed and, on the same day, settled.

The marking rule in Article 12 has been rewritten. Last year, a difference of more than one point between the two markers led straight to two other teachers. Now an automatic notification comes first. For appeals, the threshold has come down from 1.5 points to 1 point, which means that a difference of 1.2 points between the initial mark and the one from the appeal, which triggered nothing in 2026, in 2027 sends the paper to two further markers.

Two smaller changes, but with practical effect. The examination subjects for the teacher training profile are now written directly into the order, in Article 2(13), instead of having to be looked up in the Framework Regulation on teacher training education, and the list explicitly covers the childcare educator specialisation as well. On the other hand, the paragraph on pupils with special educational needs has lost the reference to Article 27 of the Methodology for providing the necessary support to pupils with learning difficulties, approved by Order no. 3.124/2017, which was present in last year’s order.

Advantages and disadvantages

What it improves

  • Final results on 1 July 2027 leave twelve extra days for university admission files.
  • Moving the skills tests to April decongests June, which last year had to hold both the skills tests and the written papers.
  • The first session gets three days for settling appeals, with no overlap with the last day for filing, compared with two overlapping days in 2026.
  • The threshold of 1 point for appeals, instead of 1.5, sends more papers to a third pair of eyes.
  • The subjects for the teacher training profile are written into the order, not buried in a regulation from 2020.
  • Pupils on scholarships abroad have, for the first time, a clear alternative period for the skills tests.

What remains a problem

  • The second session keeps the overlap: on 19 August 2027 appeals are both filed and settled.
  • The digital skills test has three working days in April and a single day in August, on 6 August 2027.
  • The procedure for pupils with special educational needs is to be drawn up only by 1 December 2026, and the order sets no deadline by which families can file adaptation requests.
  • The reference to Article 27 of the Methodology on learning difficulties has disappeared from the text, without any explanation.
  • The 2027 examination is taken under a methodology from 2010 and under syllabuses approved by seven different orders, issued between 2010 and 2024.
  • The markers called in to re-mark at the appeal stage are given access to the scores awarded earlier, which weakens the very independence they are called in for.

Practical advice

  1. Put 5-9 April 2027 in your calendar. It is a separate registration, which did not exist last year, and it covers only tests A, B, C and D. Registration for the written papers takes place only on 31 May-4 June.
  2. If you hold a Cambridge, DELF, Goethe, ECDL or other certificate from the list approved by Order no. 5.219/2010, file the recognition request by 4 June 2027. After that date it is no longer possible and you sit the test.
  3. Pupils who have left on study scholarships abroad should ask in writing for the skills tests to be moved to 31 May-4 June 2027. The legal basis is Article 18(3) of the order.
  4. Parents of pupils with special educational needs should watch for the publication of the equal opportunities procedure, due by 1 December 2026, and file the request immediately. The order lays down no deadline for requests, and the county board decides case by case, depending on the type of disability.
  5. On 23 June 2027 the results are posted by 12:00, and appeals can be filed on that very day, between 14:00 and 18:00. You then have 24 and 25 June. Do not count on an extension: it is granted only by the National Baccalaureate Board, in justified and proven situations.
  6. Ask to see your paper before you appeal. A candidate who is a minor must be accompanied by a parent or legal representative.
  7. Remember that the mark can also go down after an appeal. You sign a standard declaration confirming that you know this.
  8. Leave your phone, your headphones and any device that connects to the internet at home. Removal from the examination also cancels the results obtained in the April skills tests and cuts your right to take part in the next two sessions.

Frequently asked questions

When are the written baccalaureate papers taken in 2027?
In the first session: 14 June Romanian language and literature, test E.a); 15 June the compulsory test of the profile, E.c); 17 June the optional test, E.d); 18 June mother tongue language and literature, E.b). In the second session: 9, 10, 11 and 12 August 2027, in the same order.
When are the results published?
The initial results of the first session are posted on 23 June 2027, by 12:00, and the final ones on 1 July. In the second session, the initial results appear on 17 August and the final ones on 23 August 2027.
Why have the skills tests been moved to April?
The order does not explain the reason. The effect is that June is left with the written papers only, and the final results can be given on 1 July, twelve days earlier than in 2026. The skills tests are organised at the level of each high school, so they can be held during classes.
What do I do if I cannot make the tests in April?
The order provides a single exception, in Article 18(3): pupils who benefit from study scholarships abroad may sit them on 31 May-4 June 2027. For other situations, the National Baccalaureate Board may approve registrations outside the period and extensions, but only in justified and proven cases.
How is the mark calculated if the two teachers give different marks?
If the difference is at most one point, the mark is the arithmetic average with two decimals, without rounding. If it is larger, the platform automatically notifies the two to review their scores. If the difference persists, the paper goes to two other markers, the two extreme marks out of four are dropped and the average of the two middle marks is taken.
Can the mark go down after an appeal?
Yes. The candidate signs a standard declaration confirming that they know the mark can change up or down. The mark resulting after the appeal is final and can no longer be changed.
What happens if I have my phone with me in the room?
The candidate is removed from the examination, whether or not they used it and whoever brought it in. Removal is treated as attempted fraud, cancels the marks from the tests passed earlier, including the skills tests, and cuts the right to take part in the next two sessions. The special session does not count.
Under what methodology is the 2027 baccalaureate taken?
Under the Methodology for organising and conducting the 2011 baccalaureate examination, approved by Order no. 4.799/2010, as subsequently amended, supplemented by the provisions of the new order. Order no. 5.211/2026 derogates from it on three points, all of them concerning the composition of the boards.
Where do I find the examination syllabuses?
They are scattered across seven orders. The general rule is Order no. 4.800/2010. When is the mock examination?
The mock written papers are held on 22-25 March 2027, and the results are communicated on 9 April 2027. The way it is organised and the way the results are used are set by a procedure of the National Baccalaureate Board.

Errors and inconsistencies in the published text

  • Article 2(3), the derogation refers to an article that does not contain the rule. The order allows a member of the governing board of the school inspectorate to be appointed chair of the county baccalaureate board, „prin derogare de la prevederile art. 8”, that is by way of derogation from Article 8 of the 2011 baccalaureate Methodology. In the methodology, both in the form published by the ministry and in the consolidated form on the legislative portal, Article 8 lists the powers of the National Baccalaureate Board and says nothing about who may chair a county board. The rule sits in Article 10(1), which provides that the chair is the county school inspector general or a deputy school inspector general. The order cites Article 10(1) correctly three paragraphs further down, in paragraph (6), when it wants a larger number of deputy chairs and members, so this is not a matter of not knowing the text. The practical consequence: the appointment rests on a derogation from an article that does not prohibit it, while the article that does prohibit it remains untouched, and the composition of a county board can be challenged on that ground.
  • Article 12(4), two different references for the same calculation. The first sentence says that, for appeals, the final mark is calculated „cu respectarea prevederilor alin. (1)-(3)”, in compliance with paragraphs (1) to (3). The last sentence of the same paragraph, for the mark after re-marking, says „cu respectarea prevederilor alin. (1) și (3)”, in compliance with paragraphs (1) and (3), thus dropping paragraph (2). The problem is that paragraph (3) cannot work on its own: it applies „în cazul în care diferența de notare se menține după reanalizarea lucrării, menționată la alin. (2)”, where the difference in marking persists after the review of the paper referred to in paragraph (2), so it presupposes the very automatic notification that the second reference removes. It remains unclear what happens when the two re-markers at the appeal stage differ by more than one point: are they notified to review, or does the paper go straight to two further teachers? And which are the four marks from which the extreme values are dropped, given that the paper already carries four, and six after a new round? The mark obtained in this way is final under paragraph (5). In last year’s order the reference worked, because the rule on the four markers was a self-standing paragraph. It was split into paragraphs (2) and (3), but the references were not fully redone.

Editorial analysis

The order does one good thing and does it by halves. The first session gets three clear days for settling appeals, 28-30 June 2027, after filing closed on 25 June. Last year, filing ended on 9 July and settlement began on the same day. The second session, however, has been left untouched: on 19 August 2027 appeals are filed and on the same 19 August their settlement begins, which is exactly the flaw repaired two months earlier. Of the two days allotted, one is shared with the filing deadline. The second-session candidate, who as a rule is the one who has already failed once, gets half the attention the first-session candidate gets.

The second observation emerges only if you put the two mock examination calendars side by side. In 2026, the last mock paper was on 26 March, the results were communicated on 3 April and the first written paper was on 29 June: 87 days in which a pupil could repair what the mock had shown. In 2027, the mock ends on 25 March, the results come only on 9 April and the first written paper is on 14 June: 66 days. The remedial window shrinks by 21 days, from two causes that add up. The examination moves up by fifteen days, and the communication of the mock results slips from eight days to fifteen days after the last paper. The mock is the only mechanism through which a pupil finds out where they stand before the examination, and its usefulness is measured in the time left for correction.

The third observation comes from combining two articles that are not usually read together. Article 11(7) says that a candidate who is removed loses the marks from the tests passed earlier, „inclusiv a probelor de evaluare a competențelor lingvistice și digitale”, including the language and digital skills assessment tests. Until now, the skills tests were taken twelve days before the written papers. From 2027 they are taken 52 days before, in April. A pupil removed on 14 June for a phone in their pocket loses four tests taken in April, plus the right to sit the next two sessions. Moving them to April increased, without this being said anywhere, what is lost through a single breach.

There is also the calendar problem for pupils with special educational needs. Last year’s order required the equal opportunities procedure by 1 November 2025, with the first test on 8 June 2026, so 219 days of preparation. The new order requires the procedure by 1 December 2026, with the first test on 12 April 2027, so 132 days. Eighty-seven days have been lost exactly where adapting a test calls for consulting a specialist, the approval of a board and the preparation of a room. And the deadline by which families can file requests appears nowhere in the order, the only firm date being the one on which the list of approvals goes to the ministry, that is the day of the first written paper.

The same school year is now split into weeks of classes and practical training by Order 5.225/2026, which lines up the vocational and technological high school curricula with the 2026-2027 school year structure.

What should be changed

  • Aligning the second session calendar with the first. Appeal filing should close on 18 August 2027 and settlement should start on 19 August. Effect: an appeal filed on the last day is guaranteed the settlement time that one filed in June has.
  • Correcting the reference in Article 2(3). The derogation should target Article 10(1) of the methodology, where the rule on who may chair a county board sits. Effect: the appointments in 41 counties and in Bucharest can no longer be challenged for a defective reference.
  • Rewriting Article 12(4) with a single list of references. The text should say explicitly whether the automatic notification also applies at the appeal stage and which are the four marks from which the extreme values are dropped. Effect: the same paper gets the same mark whatever the centre that marks it.
  • A deadline for adaptation requests from pupils with special educational needs. For instance, 30 days before the first skills test. Effect: families know how long they have, and the boards no longer receive requests the day before the examination.
  • Restoring the reference to Article 27 of the Methodology approved by Order no. 3.124/2017. Effect: pupils with learning difficulties no longer depend on the way each county board reads an omission.
  • Publishing a consolidated version of the methodology and of the list of syllabuses. Today a candidate has to open eight orders issued between 2010 and 2024 to find out under what rules and what syllabus they are sitting the examination. Effect: examination information becomes verifiable from a single place.
