2026 becomes the Year of the United States of America in Romania, but the law entered into force only on 24 July

Parliament has declared 2026 the Year of the United States of America in Romania, and the law entered into force only on 24 July. The anniversary year therefore begins with more than half of it already spent. Law no. 149/2026, published in Official Gazette of Romania no. 596 of 21 July 2026, has four paragraphs and not a single article that obliges anyone to do anything. It is one of the laws promulgated on the same day as the renaming of the Levant Institute for Advanced Studies in the Culture of Peace.

Article 1 establishes the year 2026 as the Year of the United States of America in Romania. Article 2 para. (1) states that, on this occasion, events may be organised in order to strengthen the Romanian-American strategic relationship and to reaffirm Romania’s commitment to the values of the free world, freedom of expression and genuine democracy.

The list in para. (2) is open-ended: conferences and public debates; cultural, academic and educational events dedicated to American history and values; public diplomacy and Romanian-American communication activities; any other activities promoting Romanian-American cooperation and democratic values. The authorities may organise them or may provide material or logistical support, but only within the limits of the approved budgetary allocations.

What it changes in practice

The first effect is symbolic and, in the case of a law of this kind, that is precisely the point. An anniversary year dedicated to a strategic partner gives a common framework to events that would otherwise take place in a scattered way, each institution on its own.

The second effect is that a legal basis for spending is created. Without such a law, a town hall or a museum providing logistical support for a conference dedicated to the Romanian-American relationship would have to find the budgetary heading on its own. The law now gives it an express basis, even if only within the limits of funds already approved.

The third effect concerns the two public broadcasters. The Romanian Radio Broadcasting Corporation and the Romanian Television Corporation may broadcast themed content produced on the occasion of this year. This is a permission, not a programming obligation and not a broadcasting quota.

The fourth effect, less obvious, has to do with the calendar. The law entered into force on 24 July 2026, three days after publication, although it concerns a year that ends on 31 December 2026. The budgets of the institutions for 2026 had already been approved by the time it entered into force, and the wording “within the limits of the approved budgetary allocations” means exactly that no additional money is coming.

What has changed compared with the previous situation

Until now there was no legal framework dedicated to marking the Romanian-American relationship in a given year. Events of this kind were organised through the ordinary programmes of the ministries, the cultural institutes and the embassies.

What changes is the existence of an explicit legal basis and of a common name, under which events from different fields can be grouped: history, education, public diplomacy, economic cooperation.

What does not change is the financial side. The law does not set up a fund, does not provide for an amount and does not oblige any authority to organise anything. The verbs used are “may be organised”, “may organise or support”, “may broadcast”. This is the vocabulary of an enabling law, not of one that creates obligations.

It is also worth noting that the text does not designate a coordinator. There is no organising committee, no responsible ministry and no official calendar of events, as happens with other laws of this kind. Each authority decides for itself whether and what to do.
