One of the last railway documents that still had to be filled in with carbon paper can now move to a screen. Romania’s Ministry of Transport and Infrastructure has amended, through Order No. 656/2026, Regulation No. 005 on train movement and the shunting of railway vehicles, a 2005 act that governs how every train in the country is prepared and dispatched. The change comes in the same year in which the state also put its own digital systems in order, through the single register of public digital infrastructure.

The document in question is called, in railway parlance, the „train wagon list”. It states exactly which wagons make up the train, in what order, with what load and under what traffic restrictions. It is the basis for calculating whether the train can brake in time. Until now the regulation required the form to be completed physically, by carbon copy, without erasures, and the original had to travel with the train.

What it changes in practice

The amendment touches seven places in the regulation, but they all lead to the same point: wherever the text said only „form”, it now says „in physical or electronic format”.

Under Article 40 paragraph (1), the wagon list is drawn up, in either format, by the authorised staff of the railway undertaking, of the infrastructure manager or of the infrastructure operator, as the case may be, meaning whoever actually prepares the train or the group of wagons for dispatch. Paragraph (2) keeps the strict rules for the paper version (all data required by the form, no erasures or corrections, wrong entries cancelled with a single line, the original travels with the train) and adds the electronic alternative. The copy that previously had to be handed physically to the station traffic controller may now be „transmitted electronically into the IT system of the railway infrastructure manager”.

A brand-new paragraph, (21), leaves it to the railway infrastructure manager to establish, through its own specific rules, how the electronic wagon list is drawn up, transmitted and certified. In other words, the order opens the possibility, but the concrete technical mechanism still has to be written.

The data to be calculated and recorded does not change. The undertaking’s staff must still determine the length of the train and the number of axles, the net and gross tonnage, the required automatically braked mass and hand-brake holding mass, as well as the actual automatically braked and holding mass. The difference is that these may now either be entered on the paper form, certified by signature, or transmitted into the infrastructure manager’s IT system.

The same applies to the pre-departure check. The station traffic controller remains obliged to verify, using the data in the list, three conditions: that the tonnage and length of the train are lower than or at most equal to those in the train timetable book; that the actual automatically braked mass is at least equal to the required braked mass; and that the actual hand-brake holding mass is at least equal to the required one. The braking percentage from the timetable book and Annex No. 6 to the regulation are used for the calculations. What changes is the form of confirmation: signature and the post’s stamp on every copy, if the list is on paper, or „confirmation of the data”, if it was completed and transmitted electronically. In both cases, after the check the controller fills in the Hand-brake Allocation Note in Annex No. 7.

What has changed compared with the previous situation

The most substantial change is not digitalisation itself, but the shift in liability. In Annex No. 4 to the regulation, the definition of the wagon list has been rewritten. For the paper version the old rule stands: the document is signed by whoever draws it up, by whoever checks it, and by the person handing over and the person receiving the wagons listed, where the form is used for handing over or receiving wagons. For the electronic version, the text says explicitly that responsibility for the data rests with the authorised staff of the railway undertaking who drew up the list, and that the data is verified by the station traffic controller in the infrastructure manager’s IT system.

In practice, the chain of paper signatures, which spread liability across several people signing the same document in turn, is replaced in the digital version by the named liability of whoever entered the data, plus a check in the system. That is an important change in a field where any investigation following a railway incident starts, almost invariably, from the train’s documents.

A second notable change concerns the composition of the train en route. The text keeps the rule that, if the composition changes during the journey, the undertaking’s agent amends the wagon list or draws up a new one at the station in question. In electronic format this operation becomes, in principle, faster, but it depends entirely on the specific rules the infrastructure manager still has to issue.

The order repeals nothing and introduces no new penalties. Implementation falls to the Romanian Railway Safety Authority (ASFR) and to the economic operators referred to in Article 2 paragraph (1) of Order No. 1.816/2005 of the Minister of Transport, Construction and Tourism, the act by which Regulation No. 005 was originally approved.

Advantages and disadvantages

What it improves

  • It removes a classic source of delay in stations: filling in a form with dozens of entries by hand, by carbon copy, and then handing over a physical copy.
  • The data goes straight into the infrastructure manager’s IT system, so it can be checked, archived and cross-referenced automatically, rather than recovered from paper copies.
  • The safety calculations remain unchanged: no braking, tonnage or length threshold is relaxed, only the medium on which they are recorded changes.
  • Liability for electronically entered data is named and clearly attributed to the authorised person who drew up the document.
  • Changing the train’s composition en route becomes easier to reflect in the document, which matters for freight trains with successive coupling and uncoupling.
  • The two formats coexist, so smaller operators without IT infrastructure are not pushed out overnight.

What remains a problem

  • The order authorises the electronic format but does not regulate it: the manner of drafting, transmission and certification is left to the railway infrastructure manager, with no deadline set in the text. Until then, digitalisation remains theoretical.
  • There is no provision for what happens when the IT system is unavailable, no explicit fallback procedure, even though the paper original was until now the guarantee that the train carried its document with it.
  • The controller’s verification by „confirmation of the data” in the system is not detailed: the text does not say what trace that confirmation leaves, nor how it is later proven, in an investigation, who validated it and when.
  • The coexistence of the two formats may produce mixed situations on the same train, especially on trains that change operator or composition en route.
  • Regulation No. 005 remains a 2005 act, amended in successive layers; digitalisation is added on top of a structure designed for paper, instead of the whole being rewritten coherently.
  • The text sets no minimum cybersecurity or data-integrity requirements for a document that underpins the decision to dispatch a train.

Practical advice

  1. If you are a railway undertaking: you cannot switch to electronic on your own initiative. The digital format becomes usable only after the railway infrastructure manager issues the specific rules provided for in Article 40 paragraph (21). Watch for their publication.
  2. If you are responsible for the staff who draw up the wagon list: in the electronic version, liability for the data is named and falls on whoever completed the document. Update job descriptions and internal training before going digital.
  3. If you are a station traffic controller: your verification duties have not changed. You still compare tonnage and length against the train timetable book and the actual braked mass against the required one, whether the data arrives on paper or from the system.
  4. If you have internal working procedures: revise them, because the number of copies of the wagon list and the way the copy is handed to the controller are set by the undertaking’s own working instructions, and the option of electronic transmission now exists.
  5. If you change the train’s composition en route: the rule is unchanged, the undertaking’s agent amends the list or draws up a new one at that station. Make sure the electronic version allows this before abandoning the paper form entirely.
  6. If you are preparing documentation for an ASFR audit: keep proof of traceability. On paper it follows from signatures and stamps; electronically, you will have to show who entered the data and who confirmed it in the system.

Frequently asked questions

What is the „train wagon list”?
It is the standardised form recording the wagons in passenger and freight trains. ORDIN nr. 656 din 1 iulie 2026

pentru modificarea și completarea Regulamentului pentru circulația trenurilor și manevra vehiculelor feroviare — nr. 005, aprobat prin Ordinul ministrului transporturilor, construcțiilor și turismului nr. 1.816/2005

Având în vedere prevederile art. 16 alin. (2) lit. i) din Ordonanța de urgență a Guvernului nr. 73/2019 privind siguranța feroviară, aprobată prin Legea nr. 71/2020, și ale art. 2 lit. ss) din anexa la Hotărârea Guvernului nr. 309/2023 privind organizarea și funcționarea Autorității de Siguranță Feroviară Române — ASFR,

în temeiul art. 9 alin. (4) din Hotărârea Guvernului nr. 370/2021 privind organizarea și funcționarea Ministerului Transporturilor și Infrastructurii, cu modificările și completările ulterioare,

ministrul transporturilor și infrastructurii, interimar, emite următorul ordin:

Art. I. – Regulamentul pentru circulația trenurilor și manevra vehiculelor feroviare — nr. 005, aprobat prin Ordinul ministrului transporturilor, construcțiilor și turismului nr. 1.816/2005, publicat în Monitorul Oficial al României, Partea I, nr. 1.064 și 1.064 bis din 28 noiembrie 2005, cu modificările și completările ulterioare, se modifică și se completează după cum urmează:

1. La articolul 38, litera b) se modifică și va avea următorul cuprins:

„b) arătarea vagoanelor trenului, în format fizic sau în format electronic;”.

2. La articolul 40, alineatul (1) se modifică și va avea următorul cuprins:

„Art. 40. – (1) Arătarea vagoanelor trenului se întocmește, în format fizic sau în format electronic, de către personalul autorizat al operatorului de transport feroviar, al administratorului sau al gestionarului infrastructurii feroviare, după caz, care pregătește trenul sau grupul de vagoane, în vederea expedierii.”

3. La articolul 40, alineatul (2) se modifică și va avea următorul cuprins:

„(2) Arătarea vagoanelor trenului se completează cu toate datele cerute de formular, în format fizic, fără ștersături și corecturi sau în format electronic. Eventualele înregistrări greșite se anulează cu o linie. Originalul arătării vagoanelor însoțește trenul. Operatorul de transport feroviar poate întocmi mai multe copii în conformitate cu instrucțiunile proprii de lucru, o copie fiind predată către IDM sau transmisă electronic în sistemul informatic al administratorului infrastructurii feroviare. În cazul în care se modifică compunerea trenului în parcurs, agentul operatorului de transport modifică arătarea vagoanelor trenului sau întocmește o arătare nouă în stația respectivă.”

4. La articolul 40, după alineatul (2) se introduce un nou alineat, alin. (21), cu următorul cuprins:

„(21) Modul de întocmire, transmitere și certificare a arătării vagoanelor în format electronic se stabilește prin reglementări specifice întocmite de către administratorul infrastructurii feroviare.”

5. La articolul 40, alineatul (7) se modifică și va avea următorul cuprins:

„(7) Personalul operatorului de transport feroviar calculează și înscrie în arătarea vagoanelor trenului, în format fizic, certificând sub semnătură, sau transmite, în format electronic, în sistemul informatic al administratorului infrastructurii feroviare, următoarele:

a) lungimea trenului și numărul de osii;

b) tonajul trenului — net și brut;

c) masa necesară de frânat automat și de menținere pe loc cu frâne de mână;

d) masa reală frânată automat și de menținere pe loc cu frâne de mână.

Formularul arătarea vagoanelor trenului trebuie prevăzut cu rubricile necesare consemnării acestor date.”

6. La articolul 40, alineatul (8) se modifică și va avea următorul cuprins:

„(8) Înainte de expedierea trenului, IDM este obligat să verifice, folosind datele înscrise în arătarea vagoanelor trenului, dacă:

a) tonajul și lungimea trenului sunt mai mici sau cel mult egale cu cele prevăzute în livretul cu mersul trenurilor;

b) masa reală frânată automat este mai mare sau cel puțin egală cu masa necesară de frânat automat;

c) masa reală de menținere pe loc cu frâne de mână este mai mare sau cel puțin egală cu masa necesară de menținere pe loc cu frâne de mână.

Pentru calculul masei necesare de frânat automat se utilizează procentul de frânare înscris în livretul cu mersul trenurilor, iar pentru calculul masei necesare de menținere pe loc a trenului se utilizează anexa nr. 6.

După verificarea arătării vagoanelor trenului, IDM certifică aceasta prin:

— semnătură și ștampila postului pe fiecare exemplar al arătării, în cazul în care arătarea se completează în format fizic;

— prin confirmarea datelor, în cazul completării si transmiterii electronice a arătării.

După verificarea arătării vagoanelor, IDM completează Nota de repartizare a frânelor de mână prevăzută în anexa nr. 7.”

7. În anexa nr. 4, la litera A, punctul 4 se modifică și va avea următorul cuprins:

„4. Arătarea vagoanelor trenului — formular tipizat folosit pentru evidențierea vagoanelor din trenurile de călători și marfă care se completează conform datelor cerute prin calchiere sau în format electronic. Arătarea se întocmește în numărul necesar de exemplare, prin calchiere sau în format electronic, atât pentru trenuri, cât și pentru grupuri de vagoane care se atașează sau se detașează în parcurs. În arătare se marchează obligatoriu date privind vehiculele feroviare și încărcătura acestora care impun anumite condiții de circulație.

Arătarea întocmită în format fizic se semnează de cel care o întocmește, de cel care o verifică, precum și de predătorul, respectiv primitorul vagoanelor înscrise, în cazul în care formularul este folosit pentru predarea, respectiv primirea vagoanelor.

În cazul în care arătarea este întocmită și transmisă electronic, responsabilitatea datelor revine personalului autorizat al operatorului de transport feroviar care a întocmit arătarea, iar verificarea datelor se face de către IDM în sistemul informatic al administratorului infrastructurii feroviare.”

Art. II. – Prevederile prezentului ordin vor fi duse la îndeplinire de către Autoritatea de Siguranță Feroviară Română — ASFR și de către operatorii economici prevăzuți la art. 2 alin. (1) din Ordinul ministrului transporturilor, construcțiilor și turismului nr. 1.816/2005 privind aprobarea Regulamentului pentru circulația trenurilor și manevra vehiculelor feroviare — nr. 005, cu modificările și completările ulterioare.

Art. III. – Prezentul ordin se publică în Monitorul Oficial al României, Partea I.
