The Government approved, through Decision No. 548/2026, an additional site for the “Sibiu-Pitești Motorway”, Section 2 Boița-Cornetu, and launched the expropriation procedures for all privately owned properties located on it. The act, published in the Official Gazette of Romania No. 639 of 3 August 2026, covers land and buildings in the localities of Boița and Turnu Roșu (Sibiu County) and Câineni and Racovița (Vâlcea County), needed to complete the works on this section of the motorway. The decision also approves the lists of properties in the public ownership of the state and of the administrative-territorial units located on the same additional site. This is the second expropriation of this kind announced in 2026 on the Transylvanian motorway network, after the expropriations to relocate utilities for the Sibiu-Făgăraș Motorway, in Avrig.

The individual compensation estimated by the expropriator, the Ministry of Transport and Infrastructure through the National Company for Road Infrastructure Administration (CNAIR), totals 2.108,47 thousand lei and is financed from the state budget, from European cohesion funds under the 2021-2027 financial framework. The amounts are to be transferred by the ministry to a CNAIR treasury account within a maximum of 30 days of the approval of the credit opening request, from where they will be made available to the owners and holders of the properties, in accordance with the procedure set out in Law No. 255/2010 on expropriation for public utility purposes.

What it changes in practice

For the owners and holders of properties in the affected areas of Boița, Turnu Roșu, Câineni and Racovița, the decision officially triggers the expropriation procedure: the state becomes entitled to take over the properties required for the works, while the owners are entitled to the individual compensation established and approved through Annex No. 2 of the decision.

The plan of the additional site is made public by posting it at the offices of the local councils involved and on the website of the expropriator (CNAIR), pursuant to Article 5 of the decision, so that owners can check directly whether their property is included in the expropriation corridor. The Ministry of Transport and Infrastructure, through CNAIR, is responsible for the accuracy of the data in the lists and for how the allocated amounts are used.

What has changed compared with the previous situation

  • The existing expropriation corridor is extended for the “Sibiu-Pitești Motorway” project, Section 2 Boița-Cornetu, through an additional site beyond the one previously approved by Government Decision No. 196/2019.
  • Four separate lists of properties are approved: private properties with individual compensation (Annex 2), public properties of the state (Annex 3) and public properties of the administrative-territorial units (Annex 4), all located on the new additional site (Annex 1 contains its plan).
  • The amount of 2.108,47 thousand lei is allocated from the state budget, through the budget of the Ministry of Transport and Infrastructure, exclusively for the compensation related to this additional site.

Advantages and disadvantages

What it improves

  • It legally unblocks the completion of Section 2 Boița-Cornetu of the Sibiu-Pitești Motorway, a stretch that road traffic between Transylvania and the south of the country has been waiting for years.
  • It sets a clear deadline (30 days from the approval of the credit opening) for transferring the compensation amounts to the CNAIR account, theoretically speeding up the actual payment to owners.
  • Funding comes from European cohesion funds, not only from the national budget, reducing the direct pressure on the state budget.

What remains a problem

  • The affected owners in Boița, Turnu Roșu, Câineni and Racovița cannot find out from the electronic version of the Official Gazette of Romania whether they personally appear on the list and what individual amount they are entitled to: the annexes with the owners’ names and exact amounts are published only in the bis edition, which is not electronically editable and is practically accessible only through physical purchase or local posting.
  • The 30-day deadline concerns only the transfer of funds to the CNAIR account, not the actual payment to owners, which depends on the subsequent expropriation procedures.
  • Any challenge regarding the amount of compensation or the wrongful inclusion of a property on the list requires going through the procedures provided by Law No. 255/2010, which can take time.

Practical advice

  1. If you own a property in Boița, Turnu Roșu, Câineni or Racovița, check with the local city hall or on the CNAIR website whether your land or building is located on the additional site that has been posted, pursuant to Article 5 of the decision.
  2. For the individual compensation amount, check Annex No. 2 of the decision, published in Official Gazette of Romania No. 639 bis; if you do not have electronic access, you can request it from the Public Relations Center of the Autonomous Administration “Monitorul Oficial” or from the local city hall, where the documentation must be posted.
